Starting 30 May 2025, every company operating in the UAE, including Free Zones, is legally required to measure, track, and report greenhouse gas (GHG) emissions, under the UAE’s Federal Decree-Law No. (11) of 2024 (official source).

All entities are required to report, but companies emitting 500,000 metric tonnes of CO₂ equivalent (CO₂e) or more annually are classified as "entities of huge carbon emissions". These companies face stricter obligations, including mandatory emissions reduction or offsetting to stay within assigned carbon caps.
Non-compliance can result in heavy penalties, starting from AED 50,000 and rising to AED 2,000,000 for serious breaches.
All emissions reports must be submitted to the UAE Ministry of Climate Change and Environment (MOCCAE), the federal authority responsible for overseeing compliance with the law.
